Book excerpt: This book provides a critical history of influential women in the United Nations and seeks to inspire empowerment with role models from bygone eras. The women whose voices this book presents helped shape UN conventions, declarations, and policies with relevance to the international human rights of women throughout the world today. From the founding of the UN up until the Latin American feminist movements that pushed for gender equality in the UN Charter, and the Security Council Resolutions on the role of women in peace and conflict, the volume reflects on how women delegates from different parts of the world have negotiated and disagreed on human rights issues related to gender within the UN throughout time. In doing so it sheds new light on how these hidden historical narratives enrich theoretical studies in international relations and global agency today. In view of contemporary feminist and postmodern critiques of the origin of human rights, uncovering women’s history of the United Nations from both Southern and Western perspectives allows us to consider questions of feminism and agency in international relations afresh. With contributions from leading scholars and practitioners of law, diplomacy, history, and development studies, and brought together by a theoretical commentary by the Editors, Women and the UN will appeal to anyone whose research covers human rights, gender equality, international development, or the history of civil society. Available in PDF, EPUB and Kindle. Book excerpt: India faces a defining period. Its status as a global power is not only recognized but increasingly institutionalized, even as geopolitical shifts create both opportunities and challenges. With critical interests in almost every multilateral regime and vital stakes in emerging ones, India has no choice but to influence the evolving multilateral order. If India seeks to affect the multilateral order, how will it do so? In the past, it had little choice but to be content with rule taking—adhering to existing international norms and institutions. Will it now focus on rule breaking—challenging the present order primarily for effect and seeking greater accommodation in existing institutions? Or will it focus on rule shaping—contributing in partnership with others to shape emerging norms and regimes, particularly on energy, food, climate, oceans, and cyber security? And how do India's troubled neighborhood, complex domestic politics, and limited capacity inhibit its rule-shaping ability? Despite limitations, India increasingly has the ideas, people, and tools to shape the global order—in the words of Jawaharlal Nehru, "not wholly or in full measure, but very substantially." Will India emerge as one of the shapers of the emerging international order? This volume seeks to answer that question.

It shows how, with a rise in India’s capabilities, there is an expectation from its external interlocutors that New Delhi ought to play a larger global role. As Indian policymakers redefine their engagements in the global policy matrix, the chapters in the volume analyse India’s role as a challenger and a stakeholder in world politics; its uneasy relationship with Western liberal democracies; and its role in shaping new structures of global governance. The volume focuses on a host of critical issues, including nuclear policy, climate action politics, India’s bid for a permanent seat at the UN Security Council, humanitarian interventions, trade governance, democracy promotion, India’s engagement with other emerging powers in platforms such as the BRICS, the changing dynamics with its neighbours, and maritime governance. A timely reimagining of global politics, this book will be of great interest to scholars and researchers of politics and international relations, climate change, military and strategic studies, economics, and South Asian studies.

Available in PDF, EPUB and Kindle. Book excerpt: Friends and foes of international cooperation puzzle about how to explain order, stability, and predictability in a world without a central authority. How is the world governed in the absence of a world government? This probing yet accessible book examines "global governance" or the sum of the informal and formal values, norms, procedures, and institutions that help states, intergovernmental organizations, civil society, and transnational corporations identify, understand, and address trans-boundary problems. The chasm between the magnitude of a growing number of global threats - climate change, proliferation of weapons of mass destruction, terrorism, financial instabilities, pandemics, to name a few - and the feeble contemporary political structures for international problem-solving provide compelling reasons to read this book. Fitful, tactical, and short-term local responses exist for a growing number of threats and challenges that require sustained, strategic, and longer-run global perspectives and action. Can the framework of global governance help us to better understand the reasons behind this fundamental disconnect as well as possible ways to attenuate its worst aspects? Thomas G. Weiss replies with a guardedly sanguine "yes".

Book excerpt: This volume presents the first global history of human rights politics in the age of decolonization. The conflict between independence movements and colonial powers shaped the global human rights order that emerged after the Second World War. It was also critical to the genesis of contemporary human rights organizations and humanitarian movements. Anti-colonial forces mobilized human rights and other rights language in their campaigns for self-determination. In response, European empires harnessed the new international politics of human rights for their own ends, claiming that their rule, with its promise of 'development,' was the authentic vehicle for realizing them. Ranging from the postwar partitions and the wars of independence to Indigenous rights activism and post-colonial memory, this volume offers new insights into the history and legacies of human rights, self-determination, and empire to the present day.

Available in PDF, EPUB and Kindle. Book excerpt: India plays a key role in addressing multilateral issues like climate change, terrorism, piracy, humanitarian crises, and nuclear disarmament. Scholarly work mapping India’s multilateral behaviour ranges from covering the United Nations to a wide range of fora where India seeks to influence issues that affect its security and development. Yet, there has been no serious exploration of how India concretely negotiates international rules. In this book, Karthik Nachiappan investigates how India negotiated four key multilateral agreements: The Framework Convention on Tobacco Control, The Framework Convention on Climate Change, The Comprehensive Test Ban Treaty, and the Uruguay Round Trade Agreement. Based on untapped primary sources including archival documents detailing how negotiations transpired, official records of the Lok Sabha and Rajya Sabha, a series of interviews with former Indian negotiators, and newspaper sources, Does India Negotiate? demonstrates that India’s multilateral behaviour is fundamentally strategic—working to shape and ratify international rules that advance core interests while resisting rules that harm those interests.

Available in PDF, EPUB and Kindle. Book excerpt: India has become known in the US, the UK, Canada and Australia as ‘the world’s largest democracy’, a ‘natural ally’, the ‘democratic counterweight’ to China and a trading partner of ‘massive economic potential’. This new foreign policy orthodoxy assumes that India will join with these four states and act just as any other democracy would. A set of political and think tank elites has emerged which seek to advance the cause of a culturally superior, if ill-defined, ‘Anglosphere’. Building on postcolonial and constructivist approaches to international relations, this book argues that the same Eurocentric assumptions about India pervade the foreign policies of the Anglosphere states, international relations theory and the idea of the Anglosphere. The assertion of a shared cultural superiority has long guided the foreign policies of the US, the UK, Canada and Australia, and this has been central to these states’ relationships with postcolonial India. This book details these difficulties through historical and contemporary case studies, which reveal the impossibility of drawing India into Anglosphere-type relationships. At the centre of India-Anglosphere relations, then, is not a shared resonance over liberal ideals, but a postcolonial clash over race, identity and hierarchy. A valuable contribution to the much-needed scholarly quest to follow a critical lens of inquiry into international relations, this book will be of interest to academics and advanced students in international relations, Indian foreign policy, Asian studies, and those interested in the ‘Anglosphere’ as a concept in international affairs.

Available in PDF, EPUB and Kindle. Book excerpt: Examining India-America relations between 1942-62, this book reconsiders the role of America in shaping the imagination of post-colonial India. It rejects a conventional orthodoxy that assigns a limited role to America and challenges narratives which neglect the natural asymmetries and focus on discord and differences to define India-America relations. Integrating the security, political and economic elements of the Indo-American relationship it presents a synthesis of India’s encounter with the post-war hegemon and looks at the military, economic and political involvement of America during the ‘transfer of power’ from Britain to India. Bhardwaj delves into the role of American non-government agencies and examines the anti-communist ideological linkages that the Indian political class developed with America, the influence of this bonding and the role of American ideas, experts, funds, international relations and strategy in shaping India’s social, economic and educational institutions. Analyzing India’s non-alignment policy and its linkages to American policy on the non-communist neutrals, it argues that India’s movement towards the Soviet Union and away from China in the mid 1950s was in tune with the American strategy to cause the Sino-Soviet split. The book presents a fresh perspective based on authentic records and adds a new dimension to the understanding of modern Indian history and Indo-American relations. It will appeal to scholars and students of Indian and American history, international relations and strategy.

Available in PDF, EPUB and Kindle. Book excerpt: Never before has it been more important for Left thinking to champion expansive visions for societal transformation. Yet influential currents of critical theory have lost sight of this political imperative. Provincial notions of places, periods, and subjects obstruct our capacity to invent new alignments and envision a world we wish to see. Political imagination is misread as optimism. Utopianism is conflated with idealism. Revolutionary traditions of non-liberal universalism and non-bourgeois humanism are rendered illegible. Negative critique becomes an end in itself. Pessimism is mistaken for radicalism and political fatalism risks winning the day. In this book, Gary Wilder insists that we place solidarity and temporality at the center of our political thinking. He develops a critique of Left realism, Left culturalism, and Left pessimism from the standpoint of heterodox Marxism and Black radicalism. These traditions offer precious resources to relate cultural singularity and translocal solidarity, political autonomy and worldwide interdependence. They develop modes of immanent critique and forms of poetic knowledge to envision alternative futures that may already dwell within our world: traces of past ways of being, knowing, and relating that persist within an untimely present; or charged residues of unrealized possibilities that were the focus of an earlier generation’s dreams and struggles; or opportunities for dialectical reversals embedded in the contradictory tendencies of the given order. Concrete Utopianism makes a bold case for embracing what Wilder calls a politics of the possible-impossible. Attentive to the non-identical character of places, periods, and subjects, insisting that axes of political alignment and contestation are neither self-evident nor unchanging, reworking Lenin’s call to “transform the imperial war into a civil war,” he invites Left thinkers see beyond inherited distinctions between here and there, now and then, us and them. Guided by the spirit of Marx’s call for revolutionaries to draw their poetry from a future they cannot fathom yet must nevertheless invent, he calls for practices of anticipation that envision and enact, call for and call forth, seemingly impossible ways of being together. He elaborates a critical orientation that emphasizes the dialectical relations between aesthetics and politics, political imagination and transformative practice, concrete interventions and revolutionary restructuring, past dreams and possible worlds, means of struggle and its ultimate aims. This orientation requires nonrealist epistemologies that do not mistake immediate appearances with the really real. Such epistemologies would allow critics to recognize uncanny and untimely aspects of social life, whether oppressive or potentially emancipatory. They may help actors to render the world subversively uncanny and untimely. They may clear pathways for the kind of critical internationalism and concrete utopianism that Left politics cannot afford to ignore.

Available in PDF, EPUB and Kindle. Book excerpt: Bourgeois Radicals explores the NAACP's key role in the liberation of Africans and Asians across the globe even as it fought Jim Crow on the home front during the long civil rights movement. In the eyes of the NAACP's leaders, the way to create a stable international system, stave off communism in Africa and Asia, and prevent capitalist exploitation was to embed human rights, with its economic and cultural protections, in the transformation of colonies into nations. Indeed, the NAACP aided in the liberation struggles of multiple African and Asian countries within the limited ideological space of the Second Red Scare. However, its vision of a "third way" to democracy and nationhood for the hundreds of millions in Asia and Africa was only partially realized due to a toxic combination of the Cold War, Jim Crow, and die-hard imperialism. Bourgeois Radicals examines the toll that internationalism took on the organization and illuminates the linkages between the struggle for human rights and the fight for colonial independence.
